Target

LEMON project is targeted to:
ACERs and Public Authorities - Region, Province and Municipalities, in order to recommend a replicable model at the regional scale and maximize the use of available fundings
Companies which accomplish energy investments (ESCo - Energy Service Company) or sell innovative products and services for social housing retrofit
Financial institutions, which can take advantage of the project to make innovation and networking in the field of energy efficiency
Citizens and tenants of the social housing building, who hold a key role for the proper management of the housing unit.

Local impact/increased capacity for policy makers
Investing in energy retrofitting projects has a strong economic and environmental impact especially at the local level. Pursuing the objectives of the Europe 2020 strategy and accordingly to the priority objectives of Emilia-Romagna Region (POR FESR 2014-2020 and PAES and Regional Energy Plan), LEMON will help reduce greenhouse gas emissions into the atmosphere through the energy conversion of existing social housing. The primary energy savings will also have a major social impact, since they will reduce housing costs for low-income families.
LEMON will also increase the capacity of the public officers and decision makers to manage and deliver EPC contracts and Energy Efficiency Investments.

Growth for companies
Investing in energy efficiency gives impetus to a complex sector like building construction, which comprises a wide variety of activities often operating without integration: professional services, installation, maintenance, manufacturing, finance, management and construction.
LEMON stimulates the demand for energy retrofitting and promotes growth opportunities for local companies that offer solutions and technologies to improve the energy efficiency of buildings.  This production segment has the potential to become much more than a market niche, so the project promotes collaboration between companies and research to stimulate cooperation and technology transfer.

Reliability for investors

The uncertainties associated with investments in energy retrofitting can be reconciled through the combined use of various forms of financing and public-private partnerships. To improve the ability of the public sector to guide, manage and monitor EPC contracts and replicate the LEMON model in other contexts, training seminars will be organized during the project for representatives of the ACER (Azienda Casa Emilia-Romagna) and local, regional and European public decision-makers.

Saving for tenants
LEMON does not address only those who plan, finance and implement retrofitting projects but also the tenants, who will live in healthier, more comfortable homes. Through training courses and awareness campaigns, tenants will be provided the instruments for understanding how to control and contain energy consumption and how to ensure proper management of their homes, often through simple everyday measures: from the windows opening to the dynamic control of the building component through digital apps and devices. 
At the same time, the EPTA (Energy Performance Tenancy Agreement) will presented and the Dwelling Energy Management Manual will be distributed.
