Activities

LEMON lasts 28 months, from February 2016 to May 2018.

The project consists of four stages:

PHASE 1: Preliminary activities - from February 2016 to Septmber 2017
With the coordination of ACER Reggio Emilia, during this phase energy audits and feasibility studies will be set up in 622 dwellings involved by the retrofit interventions.
With the aim of collecting all necessary specifications for the call for tender, ASTER will organize collaborative workshops where ACERs, research centres, local administrators and companies of the construction sector will exchange good practices and knowledge regarding social housing retrofit.

PHASE 2: EPC tender development and set up of the financial instruments  - from November 2016 to April 2017
In this phase, the work package leader, AESS, will develop the EPC tenders after the definition of technical, functional, legal and administrative specification, the EPTA -Energy Performance Tenancy Agreement and the financial instruments package by which to finance the retrofit interventions.

PHASE 3: Procurement process  - from March 2017 to September 2017
Coordinated by ACER Parma, the procurement phase is finalised to publish the tender and award and sign the contracts with the ESCos.

PHASE 4: Capacity building, evaluation and LEMON monitoring  - from October 2017 to May 2018
The last phase, coordinated by ASTER, foresees the organization of capacity building events to increase the competence of target groups (tenants, regional and European policy makers) in the relevant fields of the project, such as the EPC tender development and management, the energy dwelling management, the EPTA. Furthermore, this phase aims to evaluate the project quality and monitor the LEMON impacts.

Finally, management, communication and dissemination at regional,national and European are conducted by partners extensively during the project.
